1204 brakes

i have a 1204 and the brakes have never worked i finally checked them out today and the thing that appears to be wrong to me is that the rod from the brake pedal to the caliper appears to be to darn long previous owner has at leat one inch of washers added. is this a common problem or does anyone have any ideas i may try
