I think I now know why my front wheel issue has continued to be a problem. The left hand steering knuckle assembly appears to be broken. However I am unsure. The question becomes, is the stem (the 1" diamater post that the wheel slides on to)supposed to be welded solid onto the knuckle piece or is it supposed to float (read:move around)?
 
That should be welded solid...

BTW, the 1282 would be considered a Garden tractor.
