Simple tire size question

I got given a little dump cart to pull behind my 149, but it needs new tire tubes.

Tire size written on the tire is 4.00-4. All I can find locally are 11x4.00-4 tubes. Anybody know if they are equivalent?

I would say yes, The "11" is the height or how tall the tire is.

Look for 4.00-4.80 X 8's.
