Does anyone know where part # 4 attaches to? I believe it goes around the throttle cable but not sure where the mounting hole is suppose to attach to....

It has a Kohler part # and figure it attaches to the engine somewhere to keep the throttle cable out of the way of something but not sure.

Unless it's the clip that holds the outer cable jacket to the bracket on the engine? Picture isn't too clear. You can probably find a decent detail either in the manual, or browsing the forum.
 
I think it goes to the choke cable not the throttle. It holds the choke in place as you pull it in and out, its attached to the sheetmetal surround on the engine.
 
The throttle cable needs to be held in place by the sheath as well.

Confused yet??!!

Ah! Ok. It must be a replacement clip if you loose the other style, as I'm assuming they didn't make them or stock them after production.
 
Something ain't right in that last picture, #67
The cable sheath should be in line with the point where it is secured on the end.
Looks to me like it will bind some with that angled approach to the pivot

I agree. The picture looks like my 149. if I remember right, if you loosen the bolt holding the bracket you can then align the cable so it is straight.
