954-3005 is the belt for the blades, not the mule drive.
The mule drive (PTO) belt is 954-3003
CCC changed the "7" in the old numbering system to a "9"

Shove the lever in and up to lock it in the release position for installing the belts.
The 2 little "V" notches in it tell you when it is properly adjusted providing you have the correct mule drive and belt.
Instructions on the decal on the front if it is still readable.
The 2 pulleys should be pretty much straight across from one another when adjusted properly.

Is there another way to verify the belt is tightened appropriately?
If the adjusting nut were maxed out you would have about 2 inches or a bit more of the bolt sticking out the front. That adjusting nut is all the way as loose in the setting range as you can go. Plenty of adjustment left. As for any way to see if it's tight enough.....look at it. Take your hand and give the belt a tug. Thoits only gonna be so tight with the spring loaded adjustors. If it's not slipping when you mow it's probably ok.

Short answer is no. If the belt is slipping, then it is worn/stretched and requires replacement, The gauge notches in the lever is a good system and prevents overtightening, and also sloppy belts. I have seen where the mule drive spring has lost tension or broken altogether. Also had one where the mule drive pulley shafts were seized and would not allow proper adjustment.
