How many keys are in the MODEL #2166 Series 2000 PTO CLUTCH, 42"( I only have one at clutch end, should one be in the PULLEY CRANK END -ALSO?)

According to the parts lookup there is no shaft key used in the PTO clutch assembly. Not sure what you mean by "pulley crank end". The flywheel has a half-moon key where it mounts to the crankshaft.
