2184 with kohler command mag pro 20 (CH 20, 64509)

Had to replace the CC breather gasket and screen. Marked gov. shaft, gov arm and holes where spring was before I removed them to get to the breather cover. ran great before now it's like governor is not working. have to turn key off or it will blow up. I have gone over process several times and can't resolve the problem!
Oh yeah! I started it with out muffler installed. would this make a difference?

Any suggestions?
 
Apparently, the eighth time is a charm! Checked everything while installed, then removed and started over. put all back together and it's a beautiful thing. Runs like a chinese watch!

Runs very well and no oil in breather.
