Yes, and there should be felt inside that holds the oil IIRC.

Your not likely to find ports or caps or felt. unless you find an old rebuild shop.

If your starter generator has been upgraded to sealed bearings, just fill the holes with RTV. You only need the oil for the unsealed bearings.
