Not a tractor, sorry. Friends 4.5HP B&S will start but will not rev up, only goes "putt, putt, putt, etc). Thought maybe it had a sheared key but that checked ok but replaced it anyway. Has new carb and fuel tank, with fresh fuel. B&S overhaul manual for governor adjustment isn't much help. IDEAS??
