    Jason, The filter needs to be a hydraulic suction filter, no check valve, Kraig was referring to. The LAST Fram I bought (15 yrs ago) would not work until the fluid got good and hot and softened up the flapper valve. symptoms as you described.

    David Stevens, Are you running the correct filter on it? Some companies <font size="-2">fram</font> spec the wrong filter that has a anti-drainback valve in the filter. Remove the filter and fill, as Don T said, remove check valves, add fluid into the holes, check the valve to be sure...

    Frank S, IIRC, The front pulley may spin if there is not a belt on it... In the manual, when running the engine w/o an attachment on it, the operator must engage the PTO once started. If it is not engaged, the PTO will get hot and burn.... (ask me how I know) HTH
