My bad, too early and not enough coffee yet... Yeah, the 1282 doesn't have the old style glass sediment bowl, just a shut off valve with a screen. It's still gravity fed though.

The Parts Lookup does not show a fuel pump for the 1282, that doesn't mean that this one doesn't have one though, as a lot can happen over 30+ years and potential previous owner modifications.
 
So while we argue about whether or not there is a fuel pump on there, or whether it should be there...

Change oil, put carb kit in carb, and bypass the fuel pump for now. It is pretty clear the problem is either the carb or fuel pump, so that is an easy way to eliminate both issues and see if any further troubleshooting is needed.
 
If you have gas running out of the carb, then you likely have a problem with the float or needle inside the carb. Either the needle is stuck open or a small pinhole has developed in the float allowing fuel to enter in and thereby eliminating its ability to float and flooding your engine.
 
I believe the problem was that the float was stuck and did not shut off the file when it needed to. I’ll take better pictures this weekend. My uncle owned this tractor before me and I am sure he didn’t modify anything. I am planning on adding a fuel filter to keep the crud out of the carb and change the oil. Does anyone know where the drain plug is for the oil?
 
Drain plug is on the bottom of the oil pan.

If the float stuck, the carb probably has some varnish or junk in it...get a carb kit and spray can of carb cleaner. Clean it up and install the new kit.
